The book describes the China War and Pacific War (1931 – 1945) from the viewpoint of the Japanese governmental and military leadership. To the bitter end, the Army leadership thought that the Japanese could win one big decisive battle and then the Americans would agree to a negotiated treaty ending the war in a manner that would not be too disadvantageous to Japan.
